Aren't ALL Presidents' Reports "Too Rosy" when issued?

Hard to say as we don't look at "when issued" but it looks like a huge majority of them were more optimistic than actuality - only President Clinton was wrong positively three years in a row (projection less than actual) on Real GDP:

 

I try to stay out of most of the politics (I wish the politicians would stay out of economics but such is life)!  grin
